Sysprep deletes user accounts?

I want to run sysprep on a corporate image. I want to create the user
accounts before I run sysprep and then have access to those accounts after
sysprep has been ran. Is this possible? My techs are telling me that
sysprep will remove the accounts once it has been ran.

I trust my techies. I just don't understand why it would delete the
accounts or give you the option not to delete them.

Sysprep doesn't delete neither local accounts nor profiles, but they ain't
very useful after joining a domain.
