sysnet.exe file improperly loads

When Windows is booted and fully loaded, a command prompt
looking window appears and is titled "sysnet.exe". My
guess is that this program is supposed to be running in
the background of windows but is still visible. I do not
know exactly what it does and how it works but if anyone
has anything on it please let me know.
