sysetm is not Shouting down

I have windows 2000 Pro. When I go to start>shut down
after this I select Shut Down From the menu and Press ok
after that nothing happen my system don't give me any
error message and I can work on windows, if I select
restart again nothing happen and still I can work on
system. There is only one way to shut down just switch off
the system. I don't know what to do. Please help me.
 
I'd recommend you run "chkdsk /r" to verify the integrity of your system
files.
