Syncing current and archive folders (not files)

When I create a new folder in my current folder list, it doesn't
automatically create that folder in the archive folder list (and then archive
files between those folders). How do I sync the list of FOLDERS and
SUBFOLDERS between the current list an the archive list.
 
The folder should be created the first time items from the parent folder are
archived...is this not what you're seeing? For example, if I have a message
subfolder called "Business" under my Inbox, the first time any items are
archived from the Business folder, a Business folder should be created under
the Inbox in the Archive file.
