Synchronize for first time: 3 hours?

I maintain three webs:
web1
web2
web3

I upgraded from FP98 to FP2003.

Web3 is new -- I opened the web on the HD then opened the remote site at
http://web3.com, hit the Publish button and it published -- not a problem.

Web2 and Web1 are old ones.

I did the same thing with Web1 -- opened web on HD, opened remote site, then
told FP2003 to Synchronize -- I assume this is what I needed to do to let
the live web know it is now in FP2003, update the theme, etc. Web1 took 3
HOURS TO SYNCHRONIZE with a broadband connection. It seems to have
synchronized fine -- some minor changes in appearance of theme but
everything is there and all the links work.

Is this amount of time normal? Can I expect Web2 to require 3 hours or so
to synch?

Open the webs in 2003.
Recalculate hyperlinks.
Publish the entire web.
Then synchronize.

Instead of synchronizing Web2, publish the local copy the live server using the Change Page Only
option.
