Symbol Shortcut Keys not consistent

A few people at work are having this problem.

They'll assign a shortkey key combo to a Symbol and use it. It will work for
that document. They'll then close Word and open it back up. They'll use the
key combo again but it will insert a different symbol. The weird thing is,
they can hit the combo twice in a row and it will insert two different
symbols.

Has anyone seen this before?

I've never seen this before, but it may be related to where the shortcut was
being saved, or whether the font containing the symbol was embedded in the
document and therefore isn't available, generally, on the computer.

When creating the shortcut, are they careful to save the new assignment in
Normal.dot? How many copies of Normal.dot are found if one does a Search for
the file in Windows, across all available folders (both local and on the
network)?
