Switching users disables USB connections

My wife's new HP laptop came with Vista and I'm learning the ins and outs of
it.
The only big issue is that, when swaping users, we lose all USB (mouse,
keyboard,etc) connections. The touchpad and laptop keyboard still work and
after logging to the new user unplugging and replugging USB plugs solves the
problem. The other way around is by logging off one user and logging on the
other. This isn't too bad except for all programs closing on the user we're
moving from.

Disable the touchpad in device manager, and see if it stops that. I would
say you probably need an improved touchpad or keyboard driver.
