Switching from Selective Startup to NormalStartup

In MSCONFIG.....
My computer currently runs in Selective Startup using a modified BOOT.INI.
When I switch it to Normal Startup, /SAFEBOOT (MINIMAL) is selected under
the BOOT.INI tab. When I uncheck /SAFEBOOT, Selective Startup under the
General tab becomes selected again. This continues whenever I try to change
it back to Normal Startup.

Are you clicking > Apply?
 
yes....this is all while changing from one tab to another. i don't have a
chance to click apply...
When:
General tab - Normal Startup selected; BOOT.INI tab - Safeboot selected

BOOT.INI tab - Safeboot unselected; General tab - Selective Startup selected
