Switchboard not starting automatically

Even though Switchboard is the default it is not starting when I open the DB.
If I start it manually it does everything I want it do. How do I get it to
start automatically?

From the menu bar, select Tools, StartUp and select Switchboard in the
Display Form/Page: combo box.
