Switchboard Manager Disabled

I have an Access Project and want to create a Switchboard, but the option is
grayed out in the menu? Is this normal? if not, how do I fix it?

The switchboard does not exist in ADP, it is only available in MDB.
Just create your own form and controls as necessary.
 
Which is what you should be doing in MDBs as well!
 
I agree.
The Switchboard, much like Macros, are training wheels.
If you are competent enough to work in an adp, then you are competent enough
to create a menu form.
