I have a new computer and I want to transfer an outlook account onto it from
an older computer. I transferred the outlook.pst into the corrrect folder and
Outlook recognized it. I can see all my contacts but when I go to create a
new email and click the To... button, I get an error saying "the contacts
folder associated with this address list could not be opened. it may be moved
or deleted, or you do not have permissions." How can it work but not work at
the same time, I don't get it.

Remove the Read Only attribute from the file and use File, Open OL Data file
from within Outlook to open and use. Do not replace the new Outlook.pst with
the old file.

Ignore this reply. It is not correct.
If you see all your data, then you have transferred your data file already.
You simply haven't reconfigured the Outlook Address Book Service so it can
use it.
It is not unusual for the Outlook Address Book to "lose track" of the
connection to its Contacts Folder when you move or import your PST or update
your Outlook version or operating system. Use the following steps to reset
the connection. Note that in some instances you may actually have to remove
the Outlook Address Book completely from your Profile, close Outlook, and
then re-add it before you can get it to work.
Make sure the Contact folder is enabled as an email address book. Right
click the Contacts folder, choose Properties then Outlook Address Book. Is
the box to enable as email address book checked?
If this is grayed out...Go to Tools | Email Accounts, choose View or change
existing directories or address book. Is the Outlook Address Book present?
If it isn't listed, add it and close and restart Outlook. If it is listed,
then remove it and close then restart Outlook and repeat these steps to add
it.
