Well did you scan for malwares and Viruses from more than one Anti-virus
Vendor to be sure all clean.
Do you have Anti-virus installed and what is it, do you have Windows updates
Turned ON automatic.
Try to disconnect from the Internet and Restart your computer and see if the
CPU usage will be High?.
One of the link below has Sysinternal run this and it will tell which
application/process is the active and eating the CPU usage, the svchost.exe
is generic system process contain many running processes which needed to run
the system and application.

Shay,

Look carefully at the name of the process. It may be SCVHOST-a virus.

I suggest you run Process Explorer for which Nass has given you a
link. This will tell you that you have a number of processes running
using svchost.exe and that one particular process is responsible for
your problem. It would helpful if you were to post details of the
command line of the process and a list of the services using the
process.

In Process Explorer use View, Select Columns to add Columns e.g.
Command Line. To asceratain details of Services double click the
process showing high CPU usage and select the Services tab.

Hope this helps.
