Suddenly, the task bar (under my desktop) is two rows instead of one. And
there are programs there which I did not start. And the programs do not have
a 'close' option. Each program has a 'delete' option -- however, if I choose
'delete' the shortcut icon is deleted from my desktop, and I do not want
that -- I only want to stop the program (for which there is an icon) from
running.

How would I get my taskbar back to one row under my desktop, and **close**
the running programs which I did not start?

I am running Windows XP Home with SP2.

There appear to be two things here. First, the icons with the delete
option are probably Quick Launch toolbar shortcuts, and the apps aren't
running. You can confirm this by right-clicking the taskbar, choose
Toolbars, and de-select Quick Launch. Turn it back on if you prefer it.

Second, the taskkbar can simply be dragged back to one row if it's set to
unlocked (right click it, Lock the Taskbar). Move the mouse carefully to
the upper edge, and it will change shape. Click and drag down to one row.

That's because you have the Desktop Toolbar turned on. Since it's
similar to a visual display of the Desktop, when you delete anything,
it's deleted from its actual location, the Desktop. Right-click the
Taskbar, click "Toolbars", "Desktop" to turn that toolbar off.
