I am running a Frontpage Web site on a non-Frontpage ISP
server. The ISP turned off the security options because I
run Frontpage and I don't have the server security
options on Frontpage. Because of this dilema I am unable
to control permissions on anything other the the root
directory and I have a need to have unique permissions on
my Subwebs. What options do I have to correct this
situation.

Apache server??

If so, do you have the web masters control panel named CPanel??
If so, open it and look for web protect. Depending upon the version, it will be
on the main page
or in the section named Access Menu

Create a folder in FrontPage, publish it, open Cpanel, run web protect and
password protect the folder.
Then add the content locally using FrontPage and then publish normally.
