To make it short and sweet. My laptop functions perfectly with wireless
networks, like in my home. But when I take it to my office or to a hotel
with Ethernet only and plug the cable in, the laptop sees the connection
(the balloon on the lower right says so) but I cannot open any web pages or
download any mail. In other words, it sees the Ethernet connection but
doesn't know how to use it.

Do I have to disable my wireless settings before the computer can use the
Ethernet?
Can I set it to use both, with Ethernet having priority?

You can have both running.

Sounds to me like your firewall is blocking your Ethernet.

Try running in safe mode with networking and see
if it works. Get on and get off, so you don't get infected.
And, don't test it with IE and no firewall/anti virus running.
A much safer choice for your test would be Firefox:

Other than that, I am out of ideas.

Set your home page to About:Blank that way when you launch your browser it
will be redirected to the hotels webpage where you are then asked to accept
their TOS and sign in.
 
Hotels really, really stink. I have worked
for hotels before and they are so, so cheap that
it is a wonder anything works, ever.
They will not spend an extra dime on anything,
especially computer hardware!

If you use hotels a lot, the better to go is to get
a Clearwire's PC card for your laptop. If no Clearwire
where you go, get a cell phone data service (more
expensive and slower than Clearwire).

Likely the NIC has TCP/IP settings configured manually, instead of by
DHCP. If the balloon acknowledges a connection but no data traffic is
occurring then either the Gateway or DNS server information is wrong.
In Hotels it's not uncommon for there to be a limited number of PCs
that can connect. Once that limit is reached, you'll see the connection
be established but cannot browse the web or access any external sites.
Usually it's because the pool of available DHCP assigned address has
been exhausted or the lease period is set to an excessive length of time.

off. How about in my office. It is a small dental practice with 4
computers networked with cable. I plugged the laptop directly into the
cable modem and it recognized it but didn't connect.

Try

Double click the connection icon--select properties--select TCP/IP--
click properties and make sure there are ticks is in Obtain IP
automatically and Obtain DNS automatically. May need a reboot if
changes are made.

Both the wired and the wireless connection are supposedly
Ethernet. You should be able to assign priority for the different
connections under:

Control Panel : Network Connections (Rightclick and open) :
Advanced(WindowMenu) : Advanced Settings ... : Adapters and
Bindings : Connections : [ArrowUp]or[ArrowDown]

Both the wired and the wireless connection are supposedly Ethernet. You
should be able to assign priority for the different connections under:

Control Panel : Network Connections (Rightclick and open) :
Advanced(WindowMenu) : Advanced Settings ... : Adapters and Bindings :
Connections : [ArrowUp]or[ArrowDown]

However, that will of course cause WinXP try to talk through the
wired adapter also when it is unconnected and you want to use the
wireless NIC. So, IMO, the best solution for what you want to do
to simply disable the adapters you don't (want to) use. See the
status-column in the Network Connections' Control Panel applet,
and use the file-menu to en-/disable.
