On some of the HSC pages there are links you can click on
that open up the application that HSC is displaying help
about at the time, they appear as blue hyperlinks.
Mine have stopped working or may have never been working,
as I have recently done a clean re-install of XP.

As an example, if I right click on the hyperlink "Services"
the link properties are

MS-ITS:C:\WINDOWS\Help\sys_srv.chm::/EXEC=,services.msc,/s
CHM=mmc.chm FILE=alt_url_snapin.htm

I also notice that the little graphical icons for "notes"
and
"important" are replicated on the help page each time I
click on the hyperlink.

Any idea what could stop HSC from carring out this action ?
How can I fix this ?

I can't seem to find the question and aswer on that site, and I have tried
searching on other MVP sites without success.
If anyone can give me a some more specific info on the solution I'd be very
thankful.

You may be able to fix both problems by upgrading the help viewer
components. To do this, apply Critical Update 811630, which you can
download from http://tinyurl.com/5g0o.
