Stuck in restart cycle

Originally I was getting an error stating that I had a corrupt/missing SYSTEM
file. I restored an older version from c:\Windows\repair. during boot
process, it proceeds to startup all of the registry files in the
system32\config folder than automatically reboots and starts the whole
process again.

I've tried safe mode, and my XP Home disk, provided by the lovely people at
DELL, does not have an install-repair feature. I can get the regular repair
function that brings to the command prompt.

The windows XP disk does not run through the function of searching for
currently installed versions of Windows. It just asks if I want to install
it. I have proceeded to the point where it says, "c:\windows folder already
exists. Continuing will cause all files and applications to be lost."
