Stuck in low display color resolution

Ok, heres how it started:

I installed PhotoShop Elements onto my computer, I had to restart and when
it did, it kept coming up to this screen that was asking you to choose from
different options, such as start Windows normally, Start Windows with last
known settings, and Start in Safe mode. I started Windows normally and the
welcome screen came up and was low color resolution, all weird and stuff. I
noticed that this might happen (low color resolution) for a split second
after I exited out of games in the past, or that might be my imagination. So,
I go into settings for the display thing in the controls panel and I can only
choose from 800x400 and only low color resolution (9 bit or whatever). I've
tried to unistall PhotoShop, but it keeps saying that the program needs to be
in a VGA something or higher. I have ran out of options, and I really need my
computer back to normal. I think it might have to do with my video card, it
was literally dieing last time it was looked into. Please help, this would be
great.

No, I can't get another Video Card. But, after I posted this, I found on
these boards an answer. This guy had the same problems that I did, and he got
a solution: to download the latest video driver from his vendor's site or
something . I'm going to try and do this, but I have no idea where to go to
download the latest video driver.

Here's information on drivers but if your video card is dying the way
you thought it was (from your first post) then updating the drivers will
do nothing. If the hardware is failing, the only solution is to replace
it. Installing the drivers is a good first step since if it doesn't
solve your problem then you know the it's the hardware.

Never get drivers from Windows Update. Get them from:

1. The device mftr.'s website; OR
2. The motherboard mftr.'s website if hardware is onboard; OR
3. The OEM's website for your specific machine if you have an OEM
computer (HP, Dell, Sony, etc.).

Read the installation instructions on the website where you get the drivers.

To find out what hardware is in your computer:

1. Read any documentation you got when you bought the computer.
2. If the computer is OEM, go to the OEM's website for your specific
model machine and look at the specs (you'll be there to get the drivers
anyway)
3. Download, install and run a free system inventory program like Belarc
Advisor. The older Aida32 is good for this, too.

At the end of your original post you wrote, "I think it might have to do
with my video card, it was literally dieing the last time it was looked
into." What does that mean? If the card was/is dying, why not replace it.?

Ok, I found where I could download a driver, but I can't download it. I click
on
the link to download it, but it just appears blank. Is there any other way?
