Stuck at Applying Computer Settings

I am plagued with a handfull of computers at each of my
sites that apear to hang at "Applying Computer Settings".
No error in Event viewer, nothing. Only way around this is
to unplug the network cable, log in and plug it back in.
The machines were at SP3 and now SP4 and are SMS 2.0
clients. Has anyone seen this behavior and offer some
direction?
