A good tool for incoming and outgoing streams is Windows Media Encoder. You
can download it at the Windows Media Player site for free at www.microsoft.com/windows/mediaplayer. If you perfer not to use the WMA
codec, Real Technologies also sells an alternative at $14.95 US Dollars.
