Strange, unexplainable file

I have Windows 2K. I noticed a weird file and Google
doesn't even bring up not a single search result for it.

I found a file at C:\Documents and Settings\Administrator
simply named ~

I went to look at the Properties and this was what I
saw/read:

Type of file: File
Description: ~
Location: C:\Documents and Settings\Administrator
Size: 172 KB (176,610 bytes)
Size on disk: 176 KB (180,224 bytes)
Created: Thursday, March 04, 2004, 9:58:18 PM
Modified: Thursday, March 04, 2004, 9:58:18 PM

I remember March 4 infamously as the date some type of
spyware/adware/malware found its way to my computer (like
VX2.BetterInternet variants and NewtonKnows). Since that
day, I've been running Ad-aware and Spybot and I'm clean,
plus after they cleaned up things, I've stopped
receiving "symptoms" of malware (such as the numerous pop-
ups and unwanted desktop shortcuts/icons).

Does someone here know what this ~ file is?
 
It's a backup copy of your address book which is a known OE bug.
You can delete it, but why bother, it'll be back whenever you change
your address book.
Google on "Tilde file" if you are still wondering.
 
I did do a Google search on ~ but nothing showed up; a
search on "tilde file" did bring up many results.

I was really freaking out here with the ~ file! LOL, thank
you so much for your reply!!!

Microsoft has already discussed it (Microsoft Knowledge
Base Article - 830921), so I'll take it from here!
