strange start up item

When I boot up my Dell Latitude running XP, an application
is launched by "Driver.exe" that displays three screens
with no content. The top level screen is
titled "SeCuRe". It does not seem to effect system
performance but is bugging me.

Not sure what this is but if I were you I'd run an updated anti-virus scan,
make sure you have a firewall up and running, and run these tools:
spybot -- http://www.safer-networking.org/
ad-aware -- http://www.lavasoftusa.com/
HiJackThis - http://mjc1.com/mirror/hjt/



The reason I say this is because hackers/crackers always write their text in
CaPiTaLs AnD sMaLL letters mixed together(like my example) and in the one
window you describe its title in the same text manner.
