Strange Outlook message

I use a program that was written by my company's tech group. It works fine
except on 1 PC. On this PC, 2 prompts come up when the program tries to send
email messages. The first prompt says:

A program is trying to access e-mail addresses you have stored in Outlook.
Do you want to allow this? If this is unexpected, it may be a virus and you
should choose "No". Then there's a checkbox next to Allow access for (drop
down box with choices between 1 and 10 minutes.) Yes No Help

Immediately after clicking Yes I get the second prompt:
A Program is trying to automatically send e-mail on your behalf. Do you want
to allow this? If this is unexpected, it may be a virus and you should
choose "No". Yes No Help

I've read a few things I googled but I can't see any way to remove this
securty fix. Getting the program re-written is not an option, either. I also
must run it from the PC that gives me the problem. Can I do some registry
fix or do I need to reinstall Outlook or what????? This is on a Windows
2000 PC

Unfortunately, the "program" has to be adjusted.
It is either too old for the new security measures, or it was badly
designed.
You can't access the address book remotely (this is how virus spread) and
can't send messages remotely for the same reasons. There are ways around
that though.

something's different somewhere between these PCs. Whatever that something
is - it's something I CAN change. I just ned help determining what that is.

Since you didn't state the version(s) of Outlook in use, I can only guess,
but it was Outlook 2000/2002 SP3 that started this. Perhaps the difference
you're seeing is that on the PCs where it works, SP3 hasn't been installed.
Once SP3 has been installed, it cannot be removed without completely
uninstalling Outlook and reinstalling.

All of these PCs have Outlook 2002 with SP3 so there's something different
somewhere. None of can figure out what. Praise and admiration to anybody
who can help us.

I have received these same messages on my PC in the past. I use Outlook
2003 (and I only have SP1 installed) to retrieve my Verizon.net e-mail (but
not through Exchange Server). The following is the scenario when it has
happened to me:

I am reading the newsgroups (Using Outlook Express as my newsgroup reader).
I have Outlook Express open reading the newsgroups, but Outlook is not open.
If I try to reply to a post, I get these two messages. However, if Outlook
is open when trying to reply to a post, this does not happen.

Is it possible that the user's who are experiencing this message do not have
Outlook open on the desktop?

Whether they do or not, I don't believe it is significant. Replying to a
message in a newsgroup has nothing to do with Outlook. Replying by email to
a newsgroup message, though, does, if that's what you're doing. The usual
culprit is an add-in. In addition to the links posted by Mssr. Marçil, see
