Strange crash/restarts

I've been having a problem with my computer, more specifically when it starts
up.

I don't know if it's considered a crash since I don't get the blue screen of
death, but the screen blanks out and starts up like I yanked the plug out,
put it back in and turned it back on. The problem isn't limited to one screen
name, and it happens 2-45 mins (usually 5) Minutes after log in, or 1 out 15
it won't happen.

Sometimes the computer won't start up and produces a loud blaring noise
through the speakers.
 
Ronin, it could be your Power Supply is getting flaky, or CPU Heat Sink
Fan. Anyway, it sounds like a hardware problem.
 
How can I determine which?

This stuff can be hard to pin down. Best thing to do is probably to get
professional help, find a shop that focuses on repair work. The monitor
resets sound like grounding trouble to me, but I'm not professional help
and I can't see your box. Your surge protector -- you DO have a good
surge protector, don't you? -- may, no, SHOULD have a ground-OK light on
it, and your monitor should be plugged into that.
