Strange Characters in Date

I am running Windows XP Pro SP2. I first noticed strange characters in the
date:

ÇáÇËäíä, ÇßÊæÈÑ 30, 2006 9:08 AM

It should be:

Monday, October 30, 2006 9:09 AM

I then found it is happening all throughout Windows and all programs
installed. I have run Symantec Antivrus, found nothing. Ran Spybot, found
nothing. Ran Adaware, found nothing. And ran SpySweeper, found nothing.

Does anyone have a clue as to what might have caused this to happen.

It's some kind of foreign language font?

Go to Control Panel/Display applet. Click the Appearance Tab/Advanced Button.

In the Item drop down menu, select each one of the items in the list and make sure that a standard font, such as Arial, is selected.
