Strange behavior of XP taskbar

When I set my taskbar to Auto-Hide and Keep on Top, it works properly
until the PC is turned off. After turning it back on, the taskbar
behaves as if both functions were disabled. In other words, putting
the pointer at the bottom of the screen does not display the taskbar
if it is covered by a window -- yet both features are still display as
enabled.

Any help with this problem would be welcome.
