Strange behavior: change from 'password' to 'Password' is not acceptable ?!

Win2KSP4 AD, client is WinXPSP1.

I am logged on as 'testuser', 'password=password'.
I select 'Change password', input 'Password' as new one.

System returns message "You must enter a minimum of 6 characters and you cannot repeat the 11 previous ones".
(Note:password complexity is not enabled in my system).

What am I missing here ? As far as I know downlevel clients are not case sensitive, but I can't understand why this is happening on WinXP ?!

That message indicates that a password complexity policy has been configured
for your domain or for the workstation. I'm not sure if you were trying to
modify your domain account or a local account. You will have to modify the
account policy to remove the password complexity requirement. If you are
modifying a local account then you should check the local password policy.
Run rsop.msc to determine where the policy is coming from and what the
settings are. If you are modifying a domain account then you will need to
modify the default domain policy. You can run secpol.msc on a DC to
determine what your DCs believe the domain password policy is.

If password complexity is not enabled in a policy then it is possible that
you have passfilt.dll on your system. This sometimes if you enabled passfilt
in NT 4 and then upgraded the domain to Windows 2000.

I have no password complexity enforced on my root domain. I am getting that
message because "6 characters minimum, password history=11".

I have no local policy on XP machine either.
