strange active desktop issue

win xp pro sp2. sometimes after running games a white screen pops up. there
is an error message box that says: html file connot be found. to disable
active desktop click ok. when I click ok the error box goes away but the
white screen does not. there is no min/ max restore or close bottons on the
screen. alt+f4 does not close the screen either. has anyone ever seen this?

Usually indicates not enough RAM to run all the "backgound" processes and
the current game.

I have 512 mb RAM, 700 mhz intel celeron processor . all the games meet the
sys reqs
