Any ideas on how to stop trainees running net send? they need to have admin
rights and can start the messenger service.

Tell the trainees not do use net send. If they cannot follow that rule,
they cannot be trained anyway.

First, I must ask why they need admin rights? If you are having trouble
running a particular application as a standard user, I recommend using
FileMon (http://urlx.org/microsoft.com/d7f78) and RegMon
(http://urlx.org/microsoft.com/afbdd) to determine what types of
permissions the users need to make the application work. You can then
set those permissions without having to make them administrators. Works
99.9 percent of the time for me.

Other than that, you can change permissions on the Messenger service.
I'm not sure of a way to do this natively, but ScriptLogic has an
application that you can use to do this called Security Explorer
(http://www.scriptlogic.com/sxp). You can change the permissions for
who can start and stop the service.

0. Make it very obvious what they are not to do.

1. It's highly unlikely they "must" have Admin rights. There are too many
other choices available.

2. If a trainee cannot adhere to rules, then kick them out; make them take
the course a second time. If they can't follow simple rules, they cannot be
trusted to follow important rules. Make the last training session about the
uses/abuse of net send.

3. Or place a remark on their certificates reflecting same and let them
know it'll happen.
