First, I must ask why they need admin rights? If you are having trouble
running a particular application as a standard user, I recommend using
FileMon (
http://urlx.org/microsoft.com/d7f78) and RegMon
(
http://urlx.org/microsoft.com/afbdd) to determine what types of
permissions the users need to make the application work. You can then
set those permissions without having to make them administrators. Works
99.9 percent of the time for me.
Other than that, you can change permissions on the Messenger service.
I'm not sure of a way to do this natively, but ScriptLogic has an
application that you can use to do this called Security Explorer
(
http://www.scriptlogic.com/sxp). You can change the permissions for
who can start and stop the service.
