Stop: C000028 Registry File Failure

The registry cannot load the hive (file) \SystemRoot\System32\Config\SOFTWARE
or its log or alternative. It is corrupt, absent, or not writable.

Beginning dump of physical memory.

I am getting the above message on a blue screen. I have searched MS website
and found the solution, which is to repair windows using the recovery
console, however I only have OEM copy of XP and can't get past the Admin
password stage.

I do have a back up, but it is a couple of months old so if possible I need
to find a way to restore the system without losing all the data. Does anyone
know of another way around this?

My OS is XP SP3 running on a Dell Inspiron PC.

I would appreciate any assistance.

As far as I can ascertain this information "C000028 Registry File
Failure" would appear to be incorrect.

My suspicion is that you have this error.

A necessary Registry hive file couldn't be loaded. The file may be
corrupt or missing (requiring either an Emergency Repair Disk or a
Windows reinstallation). The Registry files may have been corrupted
because of hard disk corruption or some other hardware problem. A driver
may have corrupted the Registry data while loading into memory, or the
memory where the Registry is loading may have a parity error (turn off
the external cache and check the physical RAM).

What model is the Dell Inspiron?

The first thing you need to do is to recover your data. You may be able
to remove the hard drive and read it from another computer by placing it
in an external cradle. Otherwise I would seek the help of a small
computer repair shop.

Restoring Your Operating System
You can restore your operating system in the following ways:

Dell Factory Image Restore restores your hard drive to the operating
state it was in when you purchased the computer. Dell Factory Image
Restore permanently deletes all data on the hard drive and removes any
applications installed after you received the computer. Use Factory
Image Restore only if System Restore did not resolve your operating
system problem.

If you received an Operating System CD with your computer, you can use
it to restore your operating system. However, using the Operating System
CD also deletes all data on the hard drive. Use the CD only if System
Restore did not resolve your operating system problem.

Restoring the Computer to the Default Factory Configuration
The Dell Factory Image Restore option allows you to restore your hard
drive back to its original factory configuration as when you first
ordered it from Dell. This option appears on Dell computers that were
originally pre-installed with Windows VistaT and does not include
computers purchased through the Express Upgrade promotion or computers
that were upgraded to Windows Vista from another version of Windows.
NOTICE: When you restore the computer to the default factory
configuration, all data on the C drive is deleted. Before performing
this procedure, back up personal files. If you do not back up personal
files, the data is lost.

Restart the computer. To do this, click Start ® ® Restart.

As the computer restarts, press <F8> until the Advanced Boot Options
menu appears on the screen.

NOTE: You must press the <F8> key before the Windows logo appears on
the screen. If you press <F8> after the Windows logo appears on the
screen, the Advanced Boot Options menu will not appear on the screen. If
you do not see the Advanced Boot Options menu, restart the computer, and
then repeat this step until you see the menu on the screen.

Press <Down Arrow> to select Repair Your Computer on the Advanced Boot
Options menu, and then press <Enter>.

Specify the language settings that you want, and then click Next.

Log in as a user who has administrative credentials, and then click OK.

Click Dell Factory Image Restore.

In the Dell Factory Image Restore window, click Next.

Select the Yes, reformat hard drive and restore system software to
factory condition checkbox.

Click Next. The computer is restored to the default factory
configuration.

When the restore operation is completed, click Finish to restart the
computer.

You are correct, I did mistype the error. It actually says "Stop: C0000218
Registry file failure etc (the rest is correct).

I have found an ERD Commander tool. Microsoft Diagnostics and Recovery
Toolset, which should allow me to rollback using the restore function in XP
however, this also does not appear to be working as when the ERD Commander
starts up it cannot find the operating system, thus it cannot use the system
restore function!!!

I suspect you are correct in saying that if I want to save my data I will
have to consult a specialist who can retrieve it from the hard drive. Then I
can at least use the Dell tool.

I also got the Dell model wrong! It is a Dimension 5100 (my other PC is an
Inspiron).

My life has been saved! I have managed to get my external hard drive
recognised by the computer using the ERD Commander! This is great news. Now
I just have to copy the whole thing over, and then I can reformat the PC.
