Stop:C000021a {Fatal System Error}

I have rebooting problem. The system always reboot whatever I select any
option from F8 menu and 1 option show out this error message

Stop:C000021a{Fatal System Error}
The Session Manager Initialization System process terminated unexpectedly
with a status of 0xc0000005(0x00000000 0x00000000). The system has been shut
down.

I think I have modified permissions so that the SYSTEM account no longer has
adequate permissions to access system files and folders.

So how can I set back the permissions for the C drive (local drive) or any
other way to solve this problem. I don't want to format and reinstall the
windows xp professional.

Disable automatic restart on system failure.

Right-click My Computer>Properties>Click the Advanced tab>Under Startup
and Recovery, click Settings to open the Startup and Recovery dialog
box>Clear the Automatically restart check box> OK and again OK.

Restart your computer for the settings to take effect.



Also look at the event viewer.

Actually I totally cannot reach the user login screen at all - it continue
rebooting, if I choose one of the option >> Disable automatic restart on
system failure >> it show out the error message.

And i try to recover with repair install - it's corrupt the windows(a lot of
file is missing) - I thinks it is OEM Restore disks or hidden restore folders
on the hard drive will not work for the Repair Install. So I have no choise
-> reinstall all the things.
