Stop: c0000218 {Registry File Failure} The registry cannot load the hive (file)

Stop: c0000218 {Registry File Failure} The registry cannot load
the hive (file): \SystemRoot\System32\Config\SOFTWARE.

I got this message, tried the MS Fix for it & found out that
the Software hive file was completely missing on my computer as
well as all restore points. No idea how they got deleted.

Does anyone know how to go about restoring from this type of
condition - no Software hive and no restore points?
