Stop: c0000135 (unable to locate DLL)

Hello - I'm getting the following computer error:
STOP: C0000135 {Unable to Locate DLL}
The dynamic link library winsrv.dll could not be found in
the specified path
Default Load Path.

I need some assistance. I work in an office where it's
just me. I keep my boss organized, but now I am turning
into the 'tech guy', but I don't know much about
computers. Before I have to tell my boss we have
to pay $$$ to get the computer fixed (which he is not
going to be happy), I was hoping someone could help me
out.

Our operating system is Windows 2000 Professional and we
use Microsoft Office XP software (I don't know if that
affects the problem) I ran Windows XP professional
Utility: set up disks floppy boot install and 'repaired',
it said the registry repair was complete, but when I try
to reboot the same blue screen pops up with the same
message.

Am I on the right track or am I going to lose everything?
Can you help me?

This is probably not going to be trivial to fix. Did this happens after
installing SP4? If so, you may be able to boot into Recovery Console and
manually uninstalling SP4 (assuming the SP4 files were archived). See the
following:

Otherwise, you may need to boot into Recovery Console and copy over the file
(winsrv.dll) from a floppy disk. Here is an article for Recovery Console:

If all else fails, you may have to install the operating system to another
location, install the same service pack and copy over files from the new
installation's System32 folder to the original System32 folder.
