Stop a domain user logging in to XP and creating a new account

How do I stop a valid domain user logging into an XP machine and creating a
new account on it?

Don't give the user administrative access. A limited account can't create
new accounts.

When a normal domain user logs onto a domain workstation, no local
account will be created. Naturally a user profile will be, unless your
domain is configured for roaming profiles, in which case the user's
profile is copied from the server to the workstation. If ordinary
domain users are creating user accounts on workstations, that means that
they have been granted local administrative privileges, and that your
security is lax to the point of being non-existent.
