Still problems - system restore etc

Dear A;;
Still trying to solve my system restore problems,
Everytime I switch off the PC, System restores switches off and it would
appear I have lost all previous restore points.

Tried numerous suggestions, but nothing seems to work.

The other problems occurring are as follows:
1. Netmeeting opens with the flash screen then disappears. If I run Task
Manager, I can see the conf.exe in the process list, but Netmeeting does not
run./
2. When I open CuteFTP it opens, and then goes to the taskbar, just the
transfer engine.

I do not want to have to reinstall everything again from scratch so any
further help appreciated.

Done all the scans for SPyware etc.
I have Norton AntiVirus, Microsoft AntiSpyware running and I run Adaware and
Spybot regularly.
HELP PLEASE.
