Still images become fuzzy when placed in timeline

I was using MM2 to make a Slideshow that I could put onto a VCD. I
previously used Roxio's Photosuite to do this.

I noticed when i copied a photo which looked fine in the collections
window, to the timeline, it would become fuzzy in the preview window,
an also in the final product.

Final product was obtained by outputting as DV-avi, and using Roxio's
DVDBuilder to write to a CDR. But it was fuzzy way back in the
authoring stage, I'm just including this.

Am I doing this wrong?

The project editing stage of Movie Maker is a 320x240 15 fps environment,
and a VCD is at the bottom end of the quality scale when viewing on a
TV..... so things might very well be normal for you.
