Still having issues with empty control panel, desktop properties

I earlier posted for info or tips on fixing the empty or disappearing
control panel and now i noticed my desktop properties is having the same
issue.
I tried the following fix but it didnt work

the only way to fix it very temporarily is to shut down and restart under
system properties is the software liscene service. this is getting VERY
annoying, is there any permament solutions?

Do you have "Software Licensing" and "SL UI Notification"
set to "Automatic" and both started?

For Control Panel, try this:
Try this:
1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost
needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing

Just wondering...did you try requesting the
hotfix suggested in the 936686 article?

(936686) Icons are missing from Control Panel,
or you cannot start Control Panel, the Welcome
Center, or games in Windows Vista

i noticed that SLUI notification is set to auto start, but it is not
started. should this be started at all times and how can i set it to start
upon reboot?

Open up the properties for SLUI Notification, go
to the "Dependencies" tab. Look to make sure
you don't have any of those Services disabled;

"COM Event System", "Remote Procedure Call (RPC)",
"Network List Service", "Network Location Awareness",
"Software Licensing".
