Still having computer problems

If you've read my previous posts, you know I had a corroded Jetway MB
and am trying to replace it with an ABIT VT7. Upon hooking everything
into the new MB, I tried to turn the computer on and it froze before
reaching the bios. The second time I turned it on, it did go to the
bios. From there on, I've gotten to the bios only twice after
restarting, usually it just hangs without loading anything (no video,
no beeps, etc).

The only thing I've learned is that it's obvious when the computer
decided to load the bios because it beeps at startup. But when it's not
going to load anything and hang, it fails to beep at all. I've
unplugged everything and tried plugging in just the cpu, MB, and
ram--No luck. Just the cpu and MB--no luck. Just the MB--no luck. Every
instance gives me no beeps.

First off, what is the bare minimum accessories I need to have plugged
in to get some sort of audible tone from the internal speaker? I.E. If
I have just the MB and CPU plugged in and it's not beeping, can I
narrow the problem down to those two items?

Any other suggestions would be greatly appreciated, as I can't seem to
get it to load into the bios anymore.

First of all you mentioned it DID beep and it DID boot up a few times.
Is that true or not? Cause that makes a big difference. For instance
you might not be hearing beeps cause you didnt plug in the speaker
correctly or at all --- one of the most confusing things about
installing a MB is usually hooking up all those little wires . A lot
of the times the diagram can be upside down or weird in other ways.

You should go over everything again. UNPLUG the PC and wait until the
light goes out on the motherboard. Reseat ONE mem module. Reseat the
video card. And then turn it on. Wait a bit for the video to come
up. If you dont get anything turn it off and reset the CMOS.

Correct. The bios did come up a couple times. But I haven't been able
to replicate that again. I've literally started and restarted the
computer 100 times without getting the bios or beeps. The internal
speaker is hooked up correctly, cause when the bios did load, it
beeped. I only have one stick of ram, so i can't tell if the ram is
bad. But I think that's a moot point, anyway. Even without the ram
hooked into the MB, the system doesn't beep upon startup--and it should
give a "ram missing" beep. Any insight?

Get a voltmeter; check the power at the test points. Make sure the PS
is connected properly. You did install the new board with all the
correct insulating standoffs? No parts left on the table? All jumpers
in the correct positions? Any smoke? Fan(s) turning? As john
suggested, reset CMOS.
