"Best," like "beauty" is in the eye of the beholder. I like ATnotes,
even though it's no longer being developed:

A relative "new kid on the block" with a lot of "gee whiz" features is
Hott Notes 3:

Hott Notes is worth a look, especially if you have a use for the
"list" and "draw" features.

Stickies?

A bit overweight for my taste, but has all the features I want.

Title set, Rollup, a note can be always on top, auto date.

Sticky store is not a bad feature, stickies are a bit vulnerable to
accidental total extermination.

I recently looked for the same thing and a google of this group lead me
to believe it came down to either ATNotes - http://atnotes.free.fr/ or
Stickies - http://www.zhornsoftware.co.uk/stickies/.
Both seem pretty good so its down to personal preference.

NotesHolder Lite is a good replacement of standard sticky notes app:

Don't listen to anyone. The best is Stickies from Zhorn Software. It's one
of my "must install" programs on any new system. If you don't agree, I'll
refund your money.
