Stdole2.tlb File Corrupt

I'm trying to install software that allows me to download the info in my
blood glucose monitor to my computer, but I keep getting this error message:

“The InstallShield engine (ikernel.exe) could not be launched. Library not
registered.â€

The supposed fix is mentioned in the article at this link:

but I'm having a problem. I've expaned the files stdole32.tlb and
stdole.tlb from the WindowsXP CD into the Windows\System32 folder. But when
I try to expand the file stdole2.tlb it says:
"can't open output file: c\windows\system32\stdole2.tlb"

If I try to delete the stdole2.tlb file that currently exists on my hard
drive I get a message saying "Cannot delete STDOLE2: it is being used by
another person or program". If I can't delete it, and I can't expand a new
copy of it from the WindowsXP CD, does this mean the file is corrupt? If so,
how can I replace the file with a working one?

Update:
I found the following explanation on the internet:

"The install fails and displays an error message referring to an
error with "iKernel.exe" at the beginning of the installation.
Problem: This is a problem in the Install Shield installation
engine that occurs when running the installation without
Administrator rights.
Solution: Log in as Administrator and run the installation
again."

However, I don't know what is meant by "Log in as Administrator". How do I
do that?

If XP Pro at the welcome screen do ctrl-alt-del twice to get the login
box, they Administrator at the account and the password assigned to that
account when XP was installed. For XP Home boot into safe mode and
Administrator should appear on the welcome screen.

I have XP Home, but when I booted in safe mode I didn't see the word
"Administrator" appear anywhere. While in safe mode I did try to install the
program but got the same error message.

Anyone have an idea about that stdole2.tlb file?

Another update:
I downloaded a program called "Unlocker" that told me what programs were
using stdole2.tlb and I was able to unlock their hold on that file. That
allowed me to rename the file and try to expand a new copy from the WindowsXP
CD, but this time I got the message: "Can't open input file:
d:\i386\stdole2.tl_"

The file exists on the WindowsXP CD but, thinking it might be corrupt, I
downloaded the file stdole2.tlb from the internet and copied it into my
Windows\System32 folder. Then I tried the installation again and got the
same error: “The InstallShield engine (ikernel.exe) could not be launched.
Library not registered.â€
