Stationary issue

Okay, I made an htm file that is this:
<Htm>
<Body>
<img src="Picture.gif">
<marquee>My Scrolling Text!</marquee>
</Body>
</Htm>

If I click on this and open in IE, it shows the scrolling text, and it shows
the animated gif. When I choose this htm file in Outlook 2003, to make a new
stationary with, and then create new mail, it doesn't show the picture at
all. It does show the scrolling text. Can anyone please help me with this.
Thanks. (The htm file is on the desktop, and the picture is too)

....I removed the picture from the htm file, and now the text scrolls when
viewed with IE, but when I use the htm file and make stationary, it doesn't
even show the text...
