Static IP = Spyware = Unremovable Sarch Bar in IE

Every time I run Internet Explorer, It displays the
search bar on the right of the address bar. I always
decheck it in the View menu but it comes back after I
open IE again. Also, I've been spending an average of an
hour a day removing spyware that installs by itself every
day. I've got a firewall, and anti-virus software. I'm
using a cable modem so I have a static IP. I don't know
if I accidentally agreed to this or what but it really
stinks. Thanks a lot for your advice.
