Startup 'System Preparation Tool'

When ever I start my PC, for about 20 seconds my explorer.exe is froze as the
'System Preparation Tool' loads. It asks me of I want to 'Reseal' Audit' and
some various other things. I can't find anyway to disable it so any help
appreciated greatly
