Startup sound cuts off in XP

Hi, this is a problem that's annoyed me for a long time, searched on it and
found nothing (guess I'm the only one that cares about this), finally I found
a hard answer. I have edited some WAVs for startup sounds, used them on
windows 98 with no problems but in XP they sometimes cut off at different
times. I had a vague idea that it had to be the size of the WAV that was the
issue and was right. Here,

to be based more upon the *size* of the file, as opposed to the length. My
original WAV file was 38 seconds long, and about 7.4 MB in size. If I saved
it as a Compressed WAV file, it was still the same 38 seconds long - but it
was now about 3.2 MB in size - and it played properly."

So, my question is could anyone elaborate on this issue? Is there some sort
of table so I could know when a sound might get cut off? Well now I got
into it more than I thought I would, I guess I'll make my own rough table
(these are all 1411kbps, 16bit, 2channel, 44kHz PCM wav sounds, these don't
vary in density):

Good thing my computer is fast, that was a lot of restarts. It looks like
when you shorten the sound, it cuts off earlier, then when you get to a
certain point when the size of the sound is small enough, it plays more or
all of it. I guess these are specific break points, maybe when it fills a
buffer, but even that doesn't explain it since it's not a discrete graph. It
would be shaped like the bottom graph here:

why it does that. However, I added 9 seconds of quiet to my current sound
and now it plays it all :)
