Startup script to run a service

Is there any utility assisting for writing startup script for a particular service, eg startup tomcat
Do we have to know scripting languange in order to write

Pls help.

Create a command file such as:

c:\program files\application\app.exe

Then run it from the Task Scheduler each time the computer starts?
