How can I disable programs from starting up at boot. This
computer takes forever to start because of all the
programs starting at the same time...

Depending on your goals, if just once, press and hold shift during that
time will prevent loading of programs. If you want to have control
over the apps loaded there are several tools:

In xp there is msconfig (again)
