Is there a way to set up windows XP so that a password
must be entered whenever the computer is turned on?

Check your motherboard manual or contact the computer manufacturer for
a BIOS password information.

Or if you mean the profiles, go to User Accounts in Control Panel,
select a user and the option to Create a password.
Do not forget to password the default Administrator
Reboot tapping F8 each second.
Select Safe Mode at the menu.
Select Administrator.
Go to User Accounts and set the password.
