Startup (Homepage) cant be changed?

I have Windows XP Home, and in the past I've always been able to change my
start-up page to whatever but for some reason since installing service pack 2
I can no longer change it (Tool/Internet Options/Homepage).
I've tried a million times, even cleared the temp files,history,reg.cleaner,
did everything but it goes right back to msn.com

Any idea's?

(And yes I do have MSN Messenger and I dont have the display MSN page
checked off when connecting)

my startup page is MSN.com

And yes I run Ad-Aware SE Professional and have AdWatch running all the time.

Do you have anything set like Spybot Search & Destroy's Immunization
feature? Does Ad-aware Pro have a feature that protects your homepage
from being changed? This is what it sounds like to me is happening,
that you have third-party software protecting your homepage and this
doesn't have anything to do with SP2.
