startup error

WHen comp. is turned on, everything loads regularly until it reaches
the point of "Windows 2000 is starting up", and then it stops when the
bar is full.
 
What happens in the safe mode and last known good configuration? Let us
assume that the server does not boot up in any mode. We can try detaching all
the extra hardware like SAN, USB, tape drive , Nic, etc. We can also try
booting in recovery console and run chkdsk /r till we get an indication that
chkdsk finished successfully.
