Startup and Recovery Boot.ini problem

I keep changing the "time to display list of operating
systems setting to 0 or 1 second and it keeps changing
itself back to 3 seconds. I even edited the startup file
manually and it STILL changes itself back. Is there any
way to stop this annoyance?

Do you have /fastdetect at the end of the operating system line? My
time setting is the default 10 seconds and I never see the list.
